There is a "Mouse" option where it's not. There is a "Mouse" option under "Accessibility" where it's not.
It's in "Accessibility -> Display"

@stux That is so much under Accessibility.
The structure and findability is poor. Perhaps allowing certain controls to appear under more than one category would be helpful.

@stux Agreed. The current macOS System Settings app is a nightmare. Can't find anything when you need it.
I also changed my mouse pointer the other day. Came to change it again today and couldn't find the option, so thank you for reminding me where it is!

@stux anytime I need something in settings I use search. Only way how to find what I want.
