I fear there is no way to make an institutional guard against people who do not care. You cannot use bureaucracy, constitutions, and rules to road block people who do not care. The modern conservative populist is basically a misanthropic opportunist who does not care.
Solidarity and organized blocs who can make people care are the only real balms for this. I think things get worse before they get better.
