@stux design a fictional village/town/spacestation and have the dictatorship be more structured?

SciFi: SpaceStation-X: Governor Gizmo
Fantasy: Everdale, Governor Vader
Urban: NoWhere, Governor Hamlet

incorporate zombies... towerdefense or survival style (Deep Rock Galactic, Vampire Survivor style?) or 3rd person ARPG with a class system!

Either shooting or maybe bow focussed, not as much like CoD or something. More with a set of default fun weapons with unlimited ammo so the player can just focus on the fun shoot part perhaps
