Utrecht has done it with the Catharijnebaan, reconstructing the Catharijnesingel canal which was there before.
And I already saw Paris mentioned below.

Tihi 😆@stux I think a decentralized city is a city with areas where de city goverment has no power. Neighbourhoods governed by the right of the strongest.
