Please excuse my European ignorance. This confused me when I first read it. I thought, "isn't lynching already murder, which is already illegal?".

For other readers like me, the anti-lynching legislation recognises that such a bigotry-driven murder is a *worse* crime than a murder for another reason, such as personal enrichment or revenge.
