But even on a larger instance, from my understanding of the use you're talking about, six characters for a single # opera tag would probably improve reach and discoverability quite a lot. So can a pinned toot with a bunch of hashtags, which can help if users don't even know to look for the organization.
You likely know these things--I was just trying to, like I said, understand the reach-without-hashtags experiment.
