#Inkscape is free vector-based graphics software, and it has a hex grid extension (or possibly several).
It has something of a learning curve and isn't a dedicated cartography tool - but it's flexibility can't be beat.

I don't believe you need an extension for hex grids, there's an isometric grid you can add which is effectively a hex grid with extra lines.

Yeah, but that extension gives you a _numbered_ hex grid, just like #Traveller players would want it!
