@dilmandila There is. It's called DVD ISO images.
They are bigger in size and also act as troubleshooting rescue image.
Most Linux already supported such images.

If you develop for #linux please make offline installation possible, for people in countries with restricted internet. Came back home last night and today I want to install Luminance HDR but their only option for linux is via the terminal, and yet, while I can access full internet on my phone using a VPN, I can't access any on my laptop/workstations, so I can't install this program, unless I use Wine. I'm in #Uganda They cut off internet during elections and it has now been partially restored.
@dilmandila do you have any way to share your phone's connection with the computer? Tethering somehow? Definitely not ideal and you're still right to want offline installation capability, but it might get you past this particular obstacle.

Luminance HDR opted for Flatpak and if I'm not mistaken, Flatpak can be exported into USB or single file bundle. Refer: https://docs.flatpak.org/en/latest/single-file-bundles.html

@hollowaykeanho @dilmandila This is about installing software on an existing install though. Having the full distro to hand might help with dependencies but doesn't address the issue of getting the software onto an offline machine
On a Debian system you can move .deb package archives on to the machine and install with
dpkg -i filename.deb
It'll likely want you to go sneakering to get more .deb files of forgotten dependencies.

I don't know about other systems.

in general you can use OS images in order to install important system and potentially some common user apps with all their dependencies using your package manager.
If you want to offline install other apps, you would install AppImage, Flatpack or Docker and than download your app in the respective format, which is basically an image(a container) just for your app incl. all its dependencies for that release version.

@dilmandila @dilmandila I use Debian. I installed Termux on my phone, and on it I installed jigdo-lite to download Debian isos.

@nyovaya @dilmandila I believe he means that there need to be an option to install the program from e.g. a USB-stick.
