They are, deliberately, not Scottish.Halflings are mostly from Norfolk and Devon and the peak of culture in those areas.Elves are remnants of an ancient imperial culture; the Church and most people mistrust them. They mostly left their old city of London for Cornwall where some have developed in magical ways.
