I've now witnessed second hand how #harassment and #CyberStalking works on the #Fediverse . The offender simply creates a new account on an open instance, and immediately replies one of the person being harassed. This account is then quickly reported and closed - but they simply create a new one.
What are the options for fighting this kind of harassment beyond the obvious "stop/block open instances"? How do admins deal with this kind of thing?

@juergen_hubert I think there are some lists for blocks that can be used to address -- but they are a bit on the slow side.
IMO - eventually when we have a portable profile system, it will likely be easier to block a user's profile, and hopefully identify if there are attempts to create new profiles by the same person.
But I'm completely specualting here...

Well, that stalker doesn't care about profile portability - they just start over from scratch with a new account and continue their harassment as if nothing happened.

@juergen_hubert One of the many reasons I've considered migrating to #hometown is because of the greater user control over their interactions. Much like other platforms, a good way to limit harassment is to require someone to be your follower before they can interact with or see your posts, and also require confirmation to be a follower.
As an admin of generally small communities, if a user were being harassed they would know that contacting me would result in my helping them set that up, and I would also look at where the traffic that the harasser is using originates from. For more extreme options than simply defederate from a harasser's preferred instance, I could see even setting a firewall rule to block an entire ASN from connecting with my instance if that would limit their access, depending on the style of the harassment.

How granular are those settings?
For instance, is it possible to allow non-followers to see and boost your posts, but only allow followers to reply to them or notify you by @-ing your user name?
